The screenshot appears to show that the download itself has finished and the program is applying a patch. That stage is limited by your computer rather than your internet connection. Patching can involve reading, unpacking, checking, and rewriting thousands of files, which can be very slow on a hard drive. Installing to an SSD should generally help.
