Why does creating a second EBS Recycle Bin retention rule overwrite the first?

I'm setting up retention rules for the EBS Recycle Bin and expected to create separate Region-level rules for EBS volumes, EBS snapshots, and AMIs. However, after creating a rule for EBS volumes with a 14-day retention period, creating another rule causes the original rule to be modified instead of adding a new entry. The second form starts with the resource type set to EBS volumes, even though I selected the option to create a new rule rather than edit the existing one. Changing the resource type to EBS snapshots and adjusting the retention period still updates the original rule. I saw the same behavior when testing Tag-level rules. Is there a limitation on the number of rules, or is the management console malfunctioning?

The behavior described doesn't clearly establish whether this is an account limitation or a console issue. Since the second form is prepopulated with the existing resource type and then updates the same entry, it would be worth checking the rule through the command-line interface or API. That can confirm whether multiple rules are actually supported and whether the console is accidentally reusing the existing rule.

MellowPine47: I haven't tested the command-line interface yet. The console either appears to be reusing the existing rule or there may be a restriction I'm missing. Can anyone confirm whether separate Recycle Bin rules can be created for multiple resource types?
