Why does CS2 FPS fluctuate so much on an RTX 3060 and i5-11400F?

I'm playing CS2 at 1080p with an RTX 3060 12GB, an i5-11400F, and 16GB of RAM running at 3200 MT/s. On the recommended settings, my frame rate usually sits around 180 FPS, but it can suddenly fall to roughly 100 or even lower, while at other times it climbs as high as 250 FPS. My CPU usage stays near 100%, while GPU usage is around 60% when FPS is higher and drops to about 20–30% during the stutters. What could be causing this, and what should I check first?

Sixteen gigabytes is usable for CS2, but Windows and background programs can consume a significant amount of it. Check your memory usage and close unnecessary startup apps. If RAM usage is close to full or the system is paging to disk, upgrading to 32GB could help with overall smoothness, though the consistently maxed-out CPU is still the more obvious bottleneck here.

Check your CPU temperature with a monitor such as Core Temp or HWiNFO while CS2 is running. If the processor is getting unusually hot—around or above 80–90°C depending on the cooler and workload—make sure the cooler is mounted properly, the fans are working, and the case has decent airflow.
