Why does CS2 have major FPS drops with an RTX 3060 and i5-11400F?

I'm playing CS2 at 1080p with an RTX 3060 12GB, an i5-11400F, and 16GB of 3200 MT/s RAM. On the recommended settings, my frame rate can range from around 180 FPS to 250 FPS, but it sometimes suddenly falls to about 100 FPS or lower. My CPU usage stays near 100%, while GPU usage is roughly 60% when the frame rate is high and drops to 20–30% during the worst dips. What could be causing this, and what should I check?

Check CPU temperatures with a monitor such as Core Temp while CS2 is running. If the processor is reaching the mid-80s °C or higher and its clock speed drops, overheating or inadequate cooling could be causing the lower FPS. If temperatures and clocks remain normal, the behavior is more consistent with a CPU bottleneck or background processes than with a graphics-card problem.

At 1080p, CS2 can put a heavy load on the CPU, and 16GB of RAM is usable but leaves less headroom for Windows and background programs. Close unnecessary startup apps and overlays, and consider moving to 32GB if memory usage is getting close to full. More RAM may improve stutters, though it probably won’t fully fix a CPU that is already running at 100%.

The CPU being pinned at 100% while GPU usage falls is a strong sign that you’re CPU-limited rather than GPU-limited. Run a repeatable in-game benchmark, such as a Dust 2 benchmark, and compare the average and 1% low FPS. That should help show whether the problem is general performance or unusually bad frame-time drops.

Also monitor CPU and GPU temperatures during the benchmark so thermal throttling can be ruled out.
