My younger brother's mobile data stops working whenever he goes out, even though his phone has an active data plan. Restarting the phone temporarily fixes it, but the connection fails again after about 15 minutes. The phone is already up to date, and I'm hoping to resolve the issue before he starts school.

The problem could be a failing phone or SIM, especially if updates are already installed. Test the SIM in another compatible phone, or try another working SIM in his phone. That will help determine whether the issue is with the device or the mobile service.
Since restarting only restores the connection temporarily, try resetting the phone’s network settings first, then check the SIM card and mobile network settings.
