Why Does My Desktop Background Change When I Hover Over Icons?

I've noticed something odd with my desktop background: sometimes it changes when I hover my cursor over icons. It's a bit tricky to explain, but if I click and hold on the desktop background and move my cursor, it alters the image underneath while I'm moving. Has anyone experienced this before or knows what might be causing it?

If I remember rightly, this issue can happen if you've deleted or moved the wallpaper file. Windows tends to act up when the image it's trying to display is no longer available.

Have you thought about refreshing your graphics drivers? There should be a shortcut key for it, but I can't recall which one. It might just do the trick!
