I've been dealing with a frustrating problem where my disk usage spikes during Steam game updates. It starts off fine, but once the update hits around 70%, the speed drastically slows down and the disk usage fluctuates wildly. I've tried a few things like restarting my computer, clearing the Steam download cache, and resetting my DNS settings via the command prompt, but nothing seems to work. Are you using an SSD or an HDD? It might help to know the model. Also, how much storage space do you have left on the drive? If a lot of your drive is occupied, it could affect performance during heavy updates.
Since you're on an SSD, it might just be a case of having insufficient space. You mentioned having 100GB free on C: and only 20GB on D:, which might be close to the limit for smooth updates. Make sure you have enough space, especially on the drive where games are installed.
