Hi, I'm trying to figure out a strange frame-rate issue. In Persona 5, my FPS usually sits around 120, but it suddenly falls to about 45 whenever NPCs appear on screen. In some other games, the frame rate seems to be capped at 45 from the start. I have V-Sync turned off in the NVIDIA app, and I don't have MSI Afterburner installed. What else could be causing this?

Check for an FPS limit in the NVIDIA app or in any monitoring or tuning software that may have been installed with your graphics drivers. A hidden frame cap can affect multiple games even when V-Sync is disabled.
I don’t have MSI Afterburner installed, and V-Sync is already disabled in the NVIDIA app. I’ll check whether another frame limiter is enabled there.
