Since moving to a new apartment, my gaming PC has sometimes felt extremely laggy and uneven. The strange part is that FPS, frametimes, temperatures, and network latency often look normal, yet gameplay still does not feel smooth. This happens across several games, both online and offline.
The system uses a Ryzen 7 9850X3D, Radeon RX 9070 XT, ASUS TUF B650-PLUS WIFI motherboard, 32GB of DDR5-6000 memory, a 1000W power supply, and a PCIe 5.0 NVMe SSD. My main display is a 1440p 240Hz OLED monitor.
I have already updated the BIOS, enabled EXPO I, updated the chipset and GPU drivers, performed a clean GPU driver installation, reinstalled Windows 11, reseated the GPU and RAM, checked temperatures, stress-tested the CPU and GPU, reviewed performance logs, tested Ethernet directly, checked router and ISP latency, changed the DisplayPort cable, checked mouse polling, investigated background processes, checked Windows integrity, and compared multiple games.
What else should I check to determine whether this is related to the GPU, BIOS or memory settings, Windows, frame pacing or DPC latency, VRR and the monitor, power delivery, or a hardware fault?

It is worth testing the monitor's adaptive-sync setup separately. Make sure FreeSync or the equivalent VRR option is enabled consistently in both the monitor menu and Radeon software, then compare it with VRR completely disabled. A mismatch between refresh-rate settings, FreeSync, and the game's frame limiter can make motion feel uneven even when the FPS counter looks good.
Because the issue began after moving, check whether the system lost power and reset any BIOS settings. Confirm that EXPO is still enabled and that the memory is actually running at DDR5-6000 rather than falling back to a much lower default speed. Also verify that other BIOS settings related to PCIe and the CPU have not changed.
I checked the BIOS and the memory settings appear correct, but the problem is still happening.
I tested FreeSync, but the same stuttery feeling remained.
