Since I built it, the CPU occasionally jumps from a few percent usage and around 44°C to roughly 20–40% usage and 68°C for several seconds whenever I watch videos in Chrome or Edge. This happens with hardware acceleration enabled or disabled, with extensions removed, and even in private browsing. BIOS and AMD drivers have already been reinstalled or updated. The temperatures are safe, but the sudden fan noise is annoying. I have also noticed that video quality sometimes looks slightly blurrier with hardware acceleration enabled, while disabling it can produce more jagged edges. Could this be related to GPU video decoding, AV1 support, a driver problem, or simply normal 7800X3D behavior?

Hardware acceleration should not make the same video visibly blurrier by itself. First check that the exact same resolution and codec are being used in both cases. YouTube's video statistics can show whether the stream is using VP9 or AV1 and whether frames are being dropped. If AV1 is being decoded by the CPU instead of the GPU, that could explain the extra CPU activity. Make sure the graphics driver is cleanly installed and that hardware video decoding is working correctly.
I would focus on the fan behavior before assuming there is a hardware fault. Short browser-video decoding bursts are enough to wake a few CPU cores, but they do not indicate dangerous temperatures. Adjust the fan curve or pump behavior so brief peaks do not immediately cause a large RPM change. If sustained video playback keeps the CPU near 68°C, that is still perfectly reasonable for this processor; only persistent high usage or much higher temperatures would suggest a cooling or driver issue.
The temperature jump itself can be normal on a 7800X3D. These CPUs have high thermal density, so a short burst of work can raise the reported temperature faster than the cooler can react. Try adding around a 10-second ramp-up delay to the CPU fan curve, or use a quieter low-speed setting until the CPU reaches a sustained load temperature. A two-stage curve can also help prevent the fans from constantly reacting to brief spikes.
