My Ryzen 7 7800X3D has shown the same behavior since I built the system. While watching videos in Chrome or Edge, CPU usage repeatedly jumps from a few percent to around 20%, and the temperature rises from roughly 44°C idle to about 68°C for several seconds. The spikes happen frequently enough that my fans become noticeably louder. This occurs whether browser hardware acceleration is enabled or disabled, and I have already removed extensions, tested private browsing, reinstalled the CPU and GPU drivers, and updated the BIOS.
The system uses a Ryzen 7 7800X3D with a Liquid Freezer III Pro 360, a Radeon 9070 XT, a B850 Aorus Elite WiFi 7 motherboard, 32GB of 6000MT/s memory, and a Crucial P510 SSD. Gaming and other workloads are otherwise normal.
I have also noticed that YouTube videos look slightly blurrier with hardware acceleration enabled. Moving the mouse over the video timeline makes the image appear sharper. With acceleration disabled, the image sometimes has more jagged edges or worse anti-aliasing. Could this be related to video decoding, AV1 support, the graphics driver, or is the CPU temperature behavior simply normal for this processor?

It may also be worth experimenting with the pump speed and fan curve. Some testing has suggested that certain liquid coolers do not respond perfectly to short AM5 temperature bursts, particularly with X3D chips. Keeping the pump at a steady, relatively high speed and using a delayed or less sensitive fan curve could reduce the audible ramping, even if the actual short temperature spikes remain.
The temperature spikes themselves can be normal on a 7800X3D. These CPUs have high thermal density and can jump in temperature very quickly when a short background task or video-decoding task runs. The cooler may react after the spike has already happened, so a powerful radiator cannot necessarily prevent it.
Instead of trying to eliminate every brief spike, add some hysteresis or a response delay to the fan curve. A roughly 10-second ramp-up delay can stop the fans from constantly reacting to short bursts. Using a quieter low-speed setting for light loads and a higher setting only after sustained load may also make the system much less annoying.
Hardware acceleration should not normally make the video itself look blurrier. It mainly determines whether tasks such as video decoding are handled by the GPU rather than the CPU. First, make sure YouTube is using the exact same resolution and codec in both tests.
Right-click the video and open the playback statistics. Check whether the stream is using VP9 or AV1, and confirm that the 9070 XT is actually decoding it through the GPU. If the GPU is not handling AV1 properly, the CPU may be doing more work than expected. A clean graphics-driver installation would also be worth trying, since the image changing when you hover over the timeline sounds more like a driver, browser-rendering, or video-quality issue than a CPU fault.

The brief rise to around 68°C is not dangerous for this processor, especially during short bursts. I would focus on smoothing the fan response rather than trying to force the CPU to remain at its idle temperature.
