When I open the Windows 11 volume mixer, the levels repeatedly move away from the values I set, dropping lower and then switching back. What could be causing the volume settings to change on their own?

A stuck or malfunctioning volume key is one possibility, even if the keyboard is relatively new. Check whether the volume-up or volume-down key is being triggered, and try disconnecting the keyboard temporarily to see whether the mixer stops changing. If it still happens, also check your audio driver and any manufacturer audio-control software that might be applying its own volume settings.

The keyboard is fairly new and sits on a tray under the desk, and I haven’t spilled anything on it. I’ll test it disconnected to rule out a stuck key.
