Why Is Adobe Asking Us to Remove Unlicensed Users?

A few months ago, we moved roughly 30 users—mostly engineers—from Adobe Acrobat to Bluebeam. Around the same time, our Adobe renewal came up, so we canceled about 30 Acrobat licenses, leaving only a month of overlap. Today, an Adobe licensing specialist asked me to review our account and remove extra or unlicensed users. We are not rotating licenses between people to avoid purchasing them; these users simply moved to a different product. I asked whether removing unlicensed users is now required and whether Adobe plans to charge us for keeping them listed, but I have not received a response yet. Has anyone dealt with this, and why would Adobe care about inactive or unlicensed accounts if they can see the actual license assignments?

Adobe sometimes pushes organizations to clean up old, inactive, or unlicensed identities even when there is no immediate billing impact. The account may have legacy users, duplicate identities, or users who could later claim a trial and become associated with the company account. I would ask the specialist to identify the exact policy or contract clause requiring deletion before removing anything.

Leaving users listed usually should not create a charge by itself; billing is generally based on the licenses or subscriptions assigned. If the only Adobe software remaining is used by properly licensed people, the specialist should be able to see that from the assignment and usage reports.
