GTA V is stuttering heavily every 25–30 seconds, even after lowering the graphics settings to Normal. The game is running on an RTX 4070 Super, and the only other programs open are Steam and the Rockstar launcher. Performance is otherwise high, around 180–200+ FPS. What could be causing these regular, severe stutters, and how can I fix them?

High refresh rates can cause similar issues in GTA V. Try lowering the display refresh rate to below 120 Hz or combining a lower refresh rate with a 120 FPS cap. The problem is often the game's older engine rather than the GPU struggling to render the graphics.
If an FPS cap does not solve it, check the basics: make sure the monitor cable is connected to the graphics card rather than the motherboard, and look for unnecessary startup or background programs that may periodically use system resources. A clean operating-system reinstall has also fixed this kind of recurring stutter for some people, but that should be a last resort.
GTA V's engine can behave badly when the frame rate gets too high, especially on newer hardware. Try limiting the game to 100–120 FPS with the in-game settings, your GPU control panel, or an external frame limiter. You should also be able to turn most graphics options back up after capping the frame rate.
That might explain it—I’m usually getting around 180–200+ FPS, so I’ll try locking it to 120.
