Why is my AMD Ryzen 9700x throttling even with proper cooling?

I'm managing the computers in my office and recently upgraded two identical systems. They both have an AMD Ryzen 9700x CPU, a 240mm AIO cooler, a Gigabyte X870 motherboard, low latency RAM, and an AMD Radeon Pro W7500 GPU. My computer runs perfectly, but the other one keeps triggering thermal throttling and drops to around 600MHz. I've been using HWINFO64 to log the hardware, and I'm puzzled because the temperatures stay between 50 and 60°C even under heavy load, and the voltage seems fine. I'm looking for suggestions on what else might be causing this issue.

First off, I'd ask about the AIO cooler size and the airflow in the case. Is the case well-ventilated? Proper airflow is crucial for keeping those temps down, especially if there's not a proper path for hot air to escape.

It sounds like the AIO cooler could be malfunctioning or not installed correctly. Check if the pump is actually spinning; you can usually see the RPM in software or feel for vibrations. Also, make sure to check the thermal paste coverage and ensure there's no plastic covering the heatsink. Make sure the fan header is configured correctly in the BIOS too!

I already looked at that! There was no plastic left on the pump, and the thermal paste is applied properly. I double-checked the pump, and it's working just fine. Still can't figure out why it's throttling.
