Why is my CPU running at only 0.61 GHz?

I recently assembled a PC with components from various sellers and got a pretty good deal. Here are the specs: GPU: RTX 5070 Ti, CPU: Ryzen 7 9800X3D, RAM: 64 GB, Motherboard: Asus TUF Gaming B850 Plus, PSU: Corsair 850RME, and two SSDs (1 Gen 5 2TB and 1 Gen 4 2TB). However, when I started it, everything felt incredibly slow. The BIOS was laggy, and Windows took forever to download. Even basic tasks like opening the Task Manager took 10 seconds. After some troubleshooting, I found out that my CPU was only running at 0.61 GHz. I even swapped the CPU for a new one from a reputable store, but the problem persisted. We plan to take the motherboard for servicing. Does anyone have any ideas about what might be wrong?

First off, make sure you removed any tape from the CPU cooler if it has any. It might sound simple, but it's crucial. Also, check the thermal paste you're using; if it's not applied correctly, that could lead to overheating issues.
