My PC seems to be using around 50–60% more CPU than I can find in Task Manager. The Processes tab only appears to account for about 30% usage, so I'm wondering where the rest is going. My hardware may be outdated, but I can upgrade if necessary. What could cause this discrepancy, and what information should I provide to troubleshoot it?

First, clarify how you calculated the missing usage. If Task Manager shows about 30% CPU usage but you believe the system is using another 50–60%, check the Performance tab and compare its overall CPU graph with the individual process totals. Differences can come from system processes, services, kernel activity, or a misread percentage scale.
It’s hard to diagnose without seeing the full Processes tab sorted by CPU usage while the computer is idle. Also include your complete system specifications, since an RX 580 only tells us what graphics card you have. Make sure Task Manager is showing all processes and check whether the percentage is being compared against total CPU usage correctly.
I’m basing it on the Processes tab showing only around 30%, while the overall CPU usage seems much higher.
