I recently upgraded my CPU from a 7500F to a 7600X3D, but I'm noticing that my CPU utilization is only around 1-5%. My clock speeds seem normal, and the temperatures aren't too high. I couldn't find anything in the BIOS that might help. Can anyone offer some advice?

Are you checking your CPU usage when you're just sitting on the desktop or while playing games? That can make a big difference in what you see.
Also, keep in mind that Windows sometimes doesn't need to use all the CPU power when you're idle or running light tasks. If it's low under heavy load too, then we might look deeper.
