I'm playing a game called Marvel Rivals, and I've noticed that my GPU usage is only at 0% even during gameplay. I have a Ryzen 7800x3d CPU and an RTX 5070 GPU. While my CPU usage seems a bit high, I'm more concerned about why my GPU isn't being utilized at all. Any ideas?

I didn’t see a picture in your post, but if your CPU is at around 50% and GPU is at 0%, double-check where your video cable is plugged in. It’s easy to accidentally use the motherboard’s video port instead of the GPU’s. Verify that both are set up correctly!
