I recently built my first gaming PC with a Ryzen 7 9850X3D and a Radeon 9070 XT. I play at 1440p on ultra settings with the frame rate capped at 140 FPS because my monitor runs at 144 Hz. The game stays locked at roughly 144 FPS, but the GPU is almost always at 100% usage and the CPU sometimes peaks around 90%. Is that normal when the frame rate is limited? Temperatures seem excellent: the GPU stays between 50–58°C and the CPU between 60–70°C under load. I'm limiting the FPS through the game's own settings rather than external software.

You can also try setting the limit through the AMD graphics software instead of only using the in-game limiter. Different games handle their own caps differently, and an external limit can sometimes improve frame pacing or leave a little more headroom. It isn’t necessary if everything feels smooth, though.
That behavior is normal. A frame-rate cap limits how many frames the game produces, but the GPU may still run close to full utilization while rendering each frame at ultra settings. Since you’re maintaining your target frame rate and temperatures are only around 50–58°C, the card is operating comfortably. CPU usage briefly reaching 90% also isn’t concerning, especially if it’s only a peak rather than constant usage.
The exact game and whether ray tracing is enabled can make a big difference. At 1440p ultra settings, especially with demanding effects, high GPU usage is expected. Frame generation can also make a high displayed FPS easier to achieve because the GPU renders fewer actual frames, but you don’t need it if your current performance is stable and smooth.

The game stays locked at about 144 FPS all the time, so it doesn’t seem to be struggling to reach the cap.
