My FPS has recently dropped dramatically, and my graphics card is no longer using its expected power level. A GPU rated around 275W is only drawing about 90W, while the fans have also suddenly slowed down. I'm seeing visual glitches and other artifacts as well. I checked temperatures, reinstalled the drivers, and used DDU to completely remove and reinstall them, but the problem remains. What could be causing the low power draw and performance issues?

A low power draw usually means the card is being limited by something rather than simply having a driver problem. Check the GPU-Z sensors while running a demanding game or benchmark: look at the performance limit reason, GPU utilization, clock speeds, voltage, temperature, and PCIe link speed. Also reseat the card and its power connectors, and make sure every required connector is connected directly to the power supply instead of using a loose or questionable adapter. Verify that the power supply is suitable and that the card is running in the main PCIe slot. Since you’re seeing artifacts, test another graphics card or integrated graphics if possible; persistent glitches can indicate a failing GPU or power-delivery problem. Avoid stressing it heavily until the cause is identified.
I already used DDU and installed the newest driver, but the low power draw and glitches are still happening.
