Why is my high-end PC stuttering so badly in open-world games?

I'm using an Intel i5-13600KF, RTX 4070 Ti, 32 GB of DDR4-3200 memory, and a PCIe 4.0 M.2 SSD, but many 3D and open-world games stutter constantly. In some cases, such as Genshin Impact, performance can drop from over 120 FPS to around 10–20 FPS regardless of whether I use high or low settings. A friend's PC with an RTX 2070 and i7-9700 often feels smoother, even though it produces lower peak FPS.

I've reinstalled Windows 10 and 11 several times, installed fresh graphics drivers, and verified that the power supply and storage drives are good. I've also tried both a Noctua NH-D15 and a 240 mm liquid cooler, but CPU temperatures reach around 60°C in winter and over 80°C in summer while gaming at 1440p without ray tracing.

Would switching to an AM4 motherboard with a Ryzen 7 5800X3D significantly improve 1% lows and texture-streaming stutter? My other option would be moving to 32 GB of DDR5-5600 CL36 with a Ryzen 7 9800X3D. I mainly want to eliminate the severe hitching rather than increase average FPS.

Your current CPU and GPU are already more than fast enough, so replacing the platform probably won’t fix this by itself. The huge drops suggest an underlying issue such as thermal throttling, background software, unstable memory settings, driver conflicts, shader compilation, or storage/system interruptions. Monitor CPU and GPU clocks, temperatures, utilization, frametime, RAM usage, and disk activity with an overlay while the stutter happens. A clean driver installation and checking BIOS, chipset drivers, memory stability, and motherboard firmware would be more useful than immediately buying new hardware.

Use a frametime graph rather than looking only at average FPS. If the CPU clock drops or temperatures hit the thermal limit, investigate mounting, fan curves, BIOS power limits, and motherboard settings. If one or more cores spike while the GPU usage falls, the game may be CPU- or engine-limited. If disk activity or RAM usage spikes during the hitch, check the game drive and background processes. Disabling the E-cores can help some games, but since you already tested that and the problem affects many titles, it’s unlikely to be the complete answer.

The E-cores are already disabled, and some games such as Elden Ring run smoothly that way. Other games still stutter, so the cause seems to vary by title or by what happens during asset loading.

A 5800X3D is not a sensible upgrade from a 13600KF just for this problem. It can improve lows in some games, but it can also stutter in crowded areas and won’t cure system-wide hitching. A 9800X3D with DDR5 would be faster in CPU-limited games, but it is unlikely to fix severe 10–20 FPS drops caused by drivers, thermals, firmware, or game engines. Resolve the source first, then upgrade only if monitoring shows that the 13600KF is actually limiting performance.

Some open-world games are genuinely poorly optimized and may hitch while compiling shaders or streaming new assets. However, if nearly every game does it, that points more toward a system-level issue than simply weak hardware.
