Since the problem affects both Wi-Fi and Ethernet, the issue is probably upstream of your laptop’s wireless hardware. Test another device, and if possible connect a computer directly to the modem or internet handoff. If every device has the same problem, contact the service provider again and ask them to check the line, signal levels, modem, and their equipment rather than only replacing cables. Also confirm whether your apartment uses a separate modem and router, since restarting only the router may not reset the actual connection.
