Why is my laptop’s RAM usage at 90% even when nothing is open?

I own an HP laptop with 4GB of RAM, and it seems like my RAM usage is sitting at a whopping 90% right from the start, without any applications open. I'm wondering if anyone has ideas on how I might be able to fix this issue. I can't upgrade the RAM as it's soldered to the motherboard, so I'm looking for alternatives.
