Why is my PC shutting down slowly and restarting by itself?

Hey everyone! I'm having a few frustrating issues with my desktop PC that I could really use some help with. First off, it takes an unusually long time to shut down, even when there are no applications running. Sometimes it can take around 15 seconds, which feels a bit off. Secondly, quite often after I try to shut it down, it just starts back up by itself after a few seconds. The only way I can keep it off is by cutting the power. Lastly, I've been experiencing CPU overheating issues. Even when idle, the CPU temperature stays around 70°C, and under load—especially when rendering in Fusion 360—it can hit 110°C, forcing the PC to shut down. I know my PC's placement under my desk isn't great for airflow, but I've tried moving it to a more open spot without much improvement. Here are my specs for reference:
- Motherboard: ASUS TUF X570-PLUS
- GPU: MSI GeForce RTX 4060
- Storage: 1x SSD + 2x HDD (~3.5 TB total)
- Case: Fractal Design Focus 2

What cooler are you using for your CPU? It sounds like you might just have the stock AMD Wraith Stealth cooler, which could explain those high temperatures.
