Why is my RTX 3070 only reaching 60–80% usage in games?

My RTX 3070 rarely reaches 99% usage. In most games it stays around 60–80%, occasionally rising to 90–95%, yet I sometimes get only 40–60 FPS. My system has a Ryzen 5 5600X, 32GB of RAM in a 4x8GB configuration, and I have already tried various troubleshooting tips without success. What could be limiting GPU usage, and which settings or hardware details should I check?

Verify that Windows is actually set to your monitor's highest refresh rate. It can sometimes revert to a lower value after hardware or driver changes, and V-Sync may then limit the game to that lower refresh rate. Also check the in-game refresh rate and frame limiter.

What resolution and refresh rate are you using, and which games show the low frame rates? At lower resolutions or reduced settings, the CPU can become the limiting factor even if total CPU usage does not appear to be 100%. Check individual CPU-core usage rather than only the overall percentage.

First check whether V-Sync, an FPS limiter, or another frame-rate cap is enabled. Those can intentionally keep GPU usage below 100% because the card is already rendering as many frames as the game or display allows.

Monitor CPU and GPU temperatures, clock speeds, and power usage while gaming. Around 40 FPS with only 70% GPU usage could point to thermal or power throttling, though it could also be a game-engine or CPU limitation. Make sure the CPU cooler is working properly and check whether XMP or DOCP is enabled so the memory runs at its rated speed.
