I replaced my Ryzen 7 3700X with a Ryzen 5 5600X3D and also upgraded my graphics card to an RX 9070. Since then, CS2 performance has been much worse than expected: one CPU core reaches 100% usage, frame rates sit around 150–250 FPS, and 1% lows often drop below 100 FPS. The GPU only draws about half of its rated power during gameplay.
The system uses an ASUS Prime X470 Pro with the latest BIOS. CPU temperatures are normal, XMP and ReBAR are enabled, memory testing found no errors, and the GPU drivers were freshly installed after using DDU. Hardware monitoring reports that the CPU cores run around 4.1–4.3 GHz, while a single-core Cinebench run reaches the expected 4.35 GHz. PCIe is operating at x16 and all hardware is detected correctly.
I have cleared the CMOS several times, but I have not reinstalled Windows yet. Could old chipset or Windows drivers be causing this, or is the motherboard still a possible culprit?

A clean Windows installation is probably the best next step, especially after replacing both the CPU and GPU. Existing driver packages and hardware configuration files can sometimes conflict with the new setup even when everything looks correct in monitoring tools. If you want to avoid wiping the current installation immediately, you could test with a separate fresh Windows installation first.
The first thing I’d try is manually reinstalling the latest AMD chipset drivers. A similar issue can happen when the system recognizes the new processor but doesn’t properly configure its scheduling and 3D V-Cache behavior. The chipset package shown through the graphics software may not be the most reliable way to verify that it’s installed correctly.
The software says the chipset drivers are current, but I’ll reinstall them manually from AMD and test again.

I had nearly the same experience after moving from a 3700X to a newer X3D chip, and reinstalling Windows fixed the poor performance.
