Why is my Ryzen 7 5700X3D still reaching 90°C with a Phantom Spirit 120 EVO?

I replaced my Arctic Freezer 34 eSports because my Ryzen 7 5700X3D was thermal throttling during OCCT's Power Test. Under load, the CPU dropped from around 4050 MHz to nearly 3000 MHz. I installed a Thermalright Phantom Spirit 120 EVO, expecting a major improvement, but the processor still quickly reaches 90°C and drops to roughly 3600 MHz, even with both cooler fans running at full speed.

My room is not especially warm, and my case has three 120 mm intake fans at the front, one 120 mm rear exhaust, and a 140 mm top exhaust. Cable management is fairly tidy, and my undervolted graphics card stays below about 65°C during gaming. The cooler's protective cap was also difficult to remove from the male ARGB daisy-chain connector.

I verified that the cooler's main protective film was removed. Is this temperature expected during an especially heavy OCCT test, or could there be a mounting, airflow, BIOS, or CPU power issue? I expected the 5700X3D to remain closer to 85°C with this cooler and am wondering whether I should return it.

OCCT's Power Test is an unusually harsh, sustained workload and is not representative of normal gaming. The 5700X3D has a 90°C temperature limit, and it can reach that limit under an all-core stress test even with a strong air cooler. Its advertised TDP also should not be treated as a guaranteed temperature target: temperature depends on the actual package power, voltage, workload, room temperature, case airflow, and cooler contact. Check the CPU package power and clocks in a monitoring tool, and compare against normal workloads before deciding the cooler is defective.

I understand that the OCCT test is much heavier than gaming, but I was surprised that the chip immediately reached 90°C and reduced its clock speed. My room is around 16°C outdoors and does not feel hot, and the case has three front intakes plus rear and top exhaust fans.

The first things to double-check are cooler contact, mounting pressure, thermal paste application, and whether any protective film was left on the cooler's contact plate. A large dual-tower cooler should normally handle a 5700X3D well, so reaching the temperature limit immediately can point to poor contact or an installation problem. Also check that the fans are both oriented correctly and that the cooler is not fighting an unusual case airflow pattern.

The main protective film was removed, and the fans are running at full speed. I will recheck the mounting and contact because the temperatures seem higher than expected.
