Why is my Ryzen 7 9850X3D reaching 70–85°C at idle?

I recently upgraded to a Ryzen 7 9850X3D, DDR5 memory, and a TUF GAMING B850-E WIFI motherboard. My CPU temperature usually sits between 70°C and 85°C, even when I think the system is idle, while the coolant temperature stays around 41–44°C. Moving the mouse can make the CPU temperature climb toward 80°C.

My previous build used the same case and liquid cooler with an Intel i9-9900K, and that system also seemed unusually hot, so I'm wondering whether the cooler or case airflow is the real problem. I've already tried Windows performance mode, BIOS Eco Mode, limiting the CPU to 85°C, burping the pump, checking radiator and pump positioning, applying fresh thermal paste, verifying fan connections and fan speeds, and adding more intake and exhaust fans. The cooler is a Corsair iCUE H115i RGB Elite with a 280 mm radiator and 140 mm fans.

The rest of the system consists of a GeForce RTX 4070 Ti, 32 GB of DDR5 Flare X5 memory, and a 650 W Corsair TX650M power supply. Is this temperature normal behavior for this processor, or should I be checking the pump, mounting pressure, background CPU usage, case airflow, or something else?

The temperature is about 70°C at rest and rises toward 80°C when I move the mouse. I performed a fresh Windows installation, and there is definitely no plastic left on the cooler. I’m still unsure whether I should try an undervolt or replace the CPU.

The coolant temperature is the most suspicious detail. With coolant already around 41–44°C, the CPU may not be transferring heat to the radiator effectively. Check the pump’s reported speed and make sure it is powered and running continuously. A failing pump, trapped air, poor mounting contact, or a restricted radiator can all cause this. Also confirm that no protective film was left on the cold plate.

First verify that this is truly idle. Use HWiNFO or a similar monitor and check CPU package usage, clocks, voltage, and pump RPM while nothing is running. If the CPU is actually doing work in the background, 70–85°C may be expected. If usage is near zero and it still stays that hot, investigate the cooler or airflow.

A fresh installation makes malware less likely, but it still doesn’t prove the CPU is idle. Check Task Manager or HWiNFO for short background activity and inspect the pump RPM. I wouldn’t replace the processor based on these temperatures alone; first confirm the workload and cooler operation.

AM5 Ryzen processors commonly boost aggressively and can run around 80–90°C under load by design, with a maximum temperature around 95°C. Comparing the reported temperature directly with an i9-9900K isn’t very meaningful because the sensors and control behavior differ. Temperatures in the 40s or 50s at idle are generally fine, but sustained 70–85°C with almost no CPU activity is worth troubleshooting.
