Why is my Seagate Barracuda 2TB hard drive not showing up in BIOS but visible in Windows Device Manager?

I'm having a frustrating problem with my Seagate Barracuda 2TB hard drive. It doesn't appear in the BIOS, but it is recognized in Windows Device Manager. I've tried different power connectors and cables, but nothing seems to fix it. I had a similar issue in the past that resolved itself, but this time it isn't changing. Any ideas on what might be going on?

Was the drive ever used before? If not, try opening disk management and format it, plus assign it a drive letter. If it was used before, it might be worth noting that after cleaning the PC and changing cables, this issue popped up.
