Why is my USB port giving me a shock?

I've recently noticed that when I plug a USB cable into my PC, the other end gives me a slight shock. It's the same with the USB ports on my computer. As I'm typing this, I think my keyboard might be doing the same thing, but I can't be sure. I suspect this started happening after my power randomly cut out yesterday. Does anyone know why this might be happening and how I can fix it?

Could that be something that just happens out of the blue? It sounds serious. I’d recommend getting a professional to take a look at your wiring if it continues.
