I have a GTX 1650 Super connected to an LG 24G411A monitor. FreeSync is enabled in the monitor's settings, but NVIDIA Control Panel doesn't show the option to enable G-SYNC. I'm currently using an HDMI cable. Is there another setting or connection I need to use?

FreeSync and G-SYNC aren’t exactly the same thing. Your monitor may not have NVIDIA’s dedicated G-SYNC hardware, but it can still potentially work as a G-SYNC Compatible display through adaptive sync. With this setup, NVIDIA generally requires DisplayPort, so try a proper DisplayPort cable and make sure FreeSync is enabled in the monitor menu and the graphics driver is up to date. Then check NVIDIA Control Panel under “Set up G-SYNC.”
The HDMI connection is probably the reason the option is missing. Some newer monitors support G-SYNC Compatible over HDMI 2.1, but ordinary FreeSync-over-HDMI support usually doesn’t expose the feature on NVIDIA cards. DisplayPort is the safer choice for this monitor and GPU.
If DisplayPort still doesn’t make the option appear, the monitor may simply not be certified or compatible with NVIDIA’s adaptive-sync implementation. You can still use the monitor’s FreeSync with a supported connection, but that doesn’t guarantee that NVIDIA Control Panel will provide a G-SYNC toggle.
