Why Isn’t My Seagate Portable Drive Showing Up in Windows?

I have a 1.5TB Seagate Portable Expansion Drive that was working great until recently when my PC had some power supply issues, causing it to crash and freeze during startup. After fixing those PSU problems, I plugged the drive back in, but it doesn't show up in File Explorer or Disk Management at all. It does appear in Device Manager, though Windows doesn't let me access it from Explorer or Disk Management.

When I listen closely, I can hear the drive whirring, but there are also rhythmic beeping sounds. I've heard it might be due to power instability or even a possible mechanical failure. Any thoughts on what could be going on?

Have you tried connecting the drive to a different computer to see if it functions there? That might help narrow down the issue.

I did try that, but it only registers as a device and I can eject it, but still can't access it.
