I have an LG Flatron L197WH monitor with a 1440×900 display, VGA input, and DVI input. I tried using a cheap VGA-to-HDMI converter, but the PS4 Pro reports "OUT OF RANGE 67.5 HZ." The converter works with my laptop, and the console works normally on a newer monitor. Even changing the PS4 Pro to 720p on the newer display before connecting the older monitor did not help. Would a better adapter solve this, or would an HDMI-to-DVI cable be more reliable? Can this monitor display 720p or 1080p from the console, even if it has to use scaling or black bars?

Use the monitor’s DVI input with a simple HDMI-to-DVI cable or passive adapter. HDMI and single-link DVI carry the same digital video signal, so you shouldn’t need an expensive brand. This avoids the active VGA conversion that is likely causing the refresh-rate error.
DVI is probably the most reliable option, but the PS4 Pro does not normally output the monitor’s native 1440×900 16:10 resolution. It should still be worth trying 720p, which the monitor may scale with black bars or slight distortion. 1080p may also work if the monitor accepts and scales that signal, but it is less certain.
The VGA converter is not simply changing the connector; it has to convert a digital HDMI signal to analog VGA and may be mishandling the PS4’s timing. A passive HDMI-to-DVI connection is electrically straightforward, so a basic adapter should be preferable to another cheap VGA converter.
