I'm upgrading from an RTX 3080 to a standard RX 9070. I mostly play noncompetitive games at 1440p and am happy with around 90 FPS or more. Will my i5-13400F cause noticeable bottlenecking with the RX 9070? Would moving to something like an i5-14600K or i7-14700K provide a meaningful gaming performance increase, or would the difference mainly show up in CPU-heavy games?

That combination should work well. At 1440p, the GPU will usually be the limiting factor, and an i5-13400F is capable of driving an RX 9070 without major problems. The result will still vary by game, graphics settings, memory configuration, and whether you are targeting very high refresh rates.
I’d install the 9070 first and check actual GPU usage and frame rates before changing the processor. If the GPU is near full utilization, the system is balanced. If certain games show low GPU usage and one or more CPU cores are maxed out, then a CPU upgrade could help. DDR4 memory may also be slightly slower than DDR5, but it usually won’t change the overall recommendation.
The upgrade makes more sense if you got the RX 9070 at a good price and can sell the RTX 3080, especially if you want better efficiency, newer upscaling features, or more VRAM for 4K gaming. The exact performance gain over the 3080 depends heavily on the game, but the 13400F shouldn’t be a reason to avoid the card.
That’s a reasonable upgrade path. A crowded-server game can absolutely be CPU-limited even when most other games are GPU-limited, but upgrading to a 14600K or 14700K just for that one scenario may still be expensive for the gain. Test the new GPU first and upgrade only if the frame-time data shows a consistent CPU limit.
A CPU upgrade would probably produce only a small gaming improvement at 1440p—roughly a few percent in many games. The difference becomes more noticeable in CPU-bound titles, crowded simulations, or when chasing very high FPS. An i5-14600K or i7-14700K is a much larger multi-core upgrade, but it generally won’t be worth replacing the 13400F solely for 1440p gaming unless you have a specific CPU-limited game.
The main reason I’m considering it is that I found the RX 9070 at a good price and can sell the 3080. I also want to use it with a 4K OLED sometimes, where 10 GB of VRAM is becoming restrictive. I’ve seen some CPU-heavy games run poorly on crowded servers, though, so I was wondering whether the processor would hold the card back.
