I'm currently using an i5-9400F and confirmed that the other components are working. When I replace it with an i9-9900KF, Windows begins loading but freezes while the spinning dots are on screen. The motherboard BIOS hasn't been updated, so I'm wondering whether that could be the cause, or whether the CPU might be faulty. I also don't have another compatible motherboard available for testing. Could this board handle the processor, or would lowering the CPU's clocks help?

Put the working i5 back in, update the motherboard BIOS, and then test the i9 again. The 9900KF may require a newer BIOS version to be properly supported.
That motherboard is a poor match for an i9-9900KF. Its basic VRM design and lack of VRM heatsinks mean it can struggle with the processor’s high power draw, especially under sustained load. It might POST, but throttling, instability, or crashes are possible. I wouldn’t intentionally build around that combination.
A completely dead CPU usually wouldn’t get as far as starting Windows, so the processor may still be functional. However, the problem could be an outdated BIOS, an unstable or degraded CPU, or the motherboard’s power delivery struggling with the chip. Update the BIOS first and test it on the newer board rather than trying to underclock it immediately.
That makes sense. I’ll hold off on judging the CPU until I can try it with the newer motherboard.

Thanks, I’ll wait until the newer motherboard arrives before testing it further. I was worried that the processor might already be dead.
