I'm running Windows 11 on a Ryzen 7 7700X with a Radeon RX 7900 XT. I used DDU to remove my graphics drivers so I could perform a clean installation, but Windows has become almost completely unusable afterward. I can reach the desktop, but applications and Settings never open, showing an endless blue loading cursor. Other functions stop responding too, and I can only shut the computer down by holding the power button. I'm unable to open Command Prompt to run repairs, and I'm willing to reinstall or reset Windows if necessary as long as I can get the PC working again.

That sounds less like a normal GPU-driver issue and more like Windows system files or startup components becoming corrupted. Try forcing Windows into the Recovery Environment by interrupting startup three times: power on the PC, then hold the power button to shut it off when Windows begins loading. On the next boot, choose Advanced options and try Startup Repair or System Restore. If those fail, boot into Safe Mode and install the AMD driver there, or use Reset this PC with the option to remove everything. Back up anything important first if you can.
