Windows 11 clean install goes to an endless black screen after restarting

I've been trying to perform a clean installation of Windows 11 for several hours. The installer loads normally, but after the computer restarts from the USB—right after the initial setup screen—it gets stuck on a black screen indefinitely. I've waited anywhere from 20 to 45 minutes with no change. The same issue also happens with the legacy installer. The drives are new, and I've already recreated the installation media on two computers, used DiskPart to clean the disk, tried different USB ports and flash drives, used Rufus, and checked the BIOS boot order. Is there another solution or workaround I can try?

Since the storage drives are new, the issue probably isn’t leftover data from an earlier installation. The important detail is exactly when the screen goes black: if Windows Setup reaches its initial setup screen and then fails immediately after the reboot, that helps narrow it down compared with a USB that never boots at all.

Does Windows Setup appear normally before the restart? Identifying the last screen shown before the black screen is important, since the troubleshooting steps differ depending on whether the installer fails to start or fails during the transition to the installed system.

The setup screen does appear, but the black screen happens immediately afterward. I also tried the legacy installer and saw the same result.
