Since this morning, Windows 11 has been drawing outlines around apps, buttons, and other items as if they're being selected or highlighted. The behavior appears across Microsoft Edge, Discord, and Windows itself. Unplugging and reconnecting the computer, mouse, and keyboard, uninstalling device drivers, and restarting haven't fixed it. A malware scan found nothing, and the issue continues even when both the mouse and keyboard are unplugged. What could be causing this, and how can I disable it?

Because it affects multiple programs, this is probably a Windows setting or input-state issue rather than an Edge or Discord problem. Open Settings and search for accessibility options, then review Keyboard, Mouse, and Visual effects. Also try pressing Esc a few times and restart Windows after changing anything. Reinstalling Windows should be a last resort—there’s no need to wipe the system until the simpler checks and a system repair scan have been tried.
