I built or bought a brand-new PC and installed Windows 11 myself. It worked normally the first night, but after installing a Windows update, it now starts up without opening any programs. I can move the mouse and click desktop or taskbar icons, but I only see a blue loading circle and nothing launches. The search bar sometimes freezes or displays the wrong app names. I also can't open Task Manager or Command Prompt, and Windows won't shut down normally, so I've had to hold the power button to turn it off. I've already tried restarting several times, leaving it running for about an hour, unplugging it, and hard-resetting it. I'm new to PC troubleshooting—could the update have corrupted Windows, and what should I try next?

The description sounds like Windows Explorer or another core Windows process is hanging, rather than the mouse itself failing. If you can reach the security screen with Ctrl+Alt+Delete, try opening Task Manager and restarting Windows Explorer. If that screen also fails, use the recovery environment instead. For a new PC, returning it or having someone experienced inspect it may be safer than changing BIOS or disk settings yourself.
It’s possible the update was interrupted or left Windows in a damaged state. First, start the Windows Recovery Environment by turning the PC on and force-shutting it down during startup two or three times. When the recovery screen appears, try Startup Repair or System Restore. You can also uninstall the latest quality update from the recovery options. If none of that works, Reset this PC is the next software option, though you should choose carefully whether to keep your files.
Since the problem began right after Windows Update, avoid repeatedly holding the power button unless the computer is completely frozen.
