My Windows 11 desktop intermittently fails to initialize one to three USB-connected devices when booting or waking from sleep. Usually the monitor is affected, but sometimes the mouse or keyboard also stops working, leaving me unable to reach the login screen or troubleshoot normally. A manual power-button restart does not always solve it and may cause a different port or device to fail on the next attempt. I have already disabled USB Selective Suspend and Windows Fast Startup. What else should I check?

Look in Event Viewer and Device Manager for USB overcurrent, controller, or hardware errors. Randomly changing failed ports can point to a motherboard USB controller or power problem rather than Windows settings. Since the headphone jack is also unreliable, inspect the case connections and consider testing with a powered USB hub or the motherboard's rear ports.
Open Device Manager and check each USB Root Hub or Generic USB Hub under its Power Management tab. Clear “Allow the computer to turn off this device to save power,” then restart. Also check for chipset, motherboard, and USB controller driver updates from the system manufacturer.
In the BIOS/UEFI settings, try disabling the motherboard's Fast Boot option. That is separate from Windows Fast Startup, so turning off the Windows setting does not necessarily change how the firmware initializes USB devices.
I had already disabled Fast Startup in Windows, but I did not realize the BIOS Fast Boot setting was separate. I will check that option.
I have not noticed any error messages so far. The headphone jack also cuts out very easily, so a motherboard or physical connection problem is possible.
