I have two recertified Toshiba MG enterprise hard drives that were reportedly zeroed out, but Windows does not detect them at all. They do spin up when powered on, and I am connecting them through a hard-drive dock that has worked with more than 20 other drives. Disk Management shows my other connected drives, but these Toshiba drives do not appear, so I cannot initialize or format them. What should I check to determine whether the issue is compatibility, the connection, or the drives themselves?

Since the dock works with other disks but not these two, check the label carefully for the interface and power requirements. Enterprise drives can also expose compatibility problems with USB docks, especially if the dock does not properly support their sector format or power-on behavior. Testing one drive at a time with a known-compatible connection would help narrow it down.
First, confirm the exact model numbers and interface. Toshiba MG-series drives are sold in both SATA and SAS versions, and a typical USB dock usually cannot operate SAS drives. A SAS drive may spin up and still remain completely invisible to Windows unless it is connected to a compatible SAS HBA or controller. If these are SATA models, try a direct motherboard SATA connection or another powered adapter.
If the drives are confirmed to be SATA and still do not appear in BIOS, Disk Management, or a disk utility when connected directly, they may be defective or inaccurately described as recertified. If they appear in BIOS but not Windows, then the problem is more likely the dock, adapter, driver, or an unusual sector format. Check BIOS and Device Manager before trying to initialize or format them.
The drives do spin up in the dock, but Windows Disk Management does not show them at all. I will check the model numbers to verify whether they are SATA or SAS.
