I've recently built a PC with an RTX 4060, an i5 13400F processor, 32GB of DDR5 RAM running at 6000MHz, and a 1TB M.2 SSD. Despite these powerful specs, I'm experiencing major lag when I try to open applications like my web browser. The system runs games perfectly, and temperatures are normal (around 50-70°C). However, it lags like an old laptop sometimes, especially when opening videos or other programs. I've checked Task Manager and noticed spikes in resource usage that settle down after a few seconds, but I can't find a clear reason for this lag, especially since I was meticulous while building the PC.

Have you thought about trying different web browsers? Sometimes the issue can be browser-specific. If you're facing the same lag with other browsers, clearing the cache or reinstalling might help.
You might want to check your network speed. Running a speed test could help identify if the lag is due to your internet connection. Could it be that you have some kind of power-saving mode activated? It might be throttling your performance when you're not gaming.
