How do I stop random websites from opening on my laptop?

I've been having a problem with my Dell laptop where an app named "Microsoft HTML" keeps opening two random websites, possibly a trading site or an ad. I'm not sure how to get rid of this. I checked the registry editor under ComputerHKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionRun, but it wasn't there. I also ran an antivirus scan. Can anyone help me find a solution? Sorry if my English isn't great!

I just tried downloading Malwarebytes, but I got a 403 error. It feels like something is trying to prevent me from removing the problem. Has anyone dealt with this before?
