Are Brief 80–95°C Spikes Normal on a Ryzen 7 9800X3D?

I recently built a new Windows 11 PC with a Ryzen 7 9800X3D, ASUS TUF Gaming X870-Plus WiFi motherboard, 32 GB of DDR5-6000 CL30 memory, an RTX 4080 Super, an Assassin's Vision IV cooler, a Lian Li Lancool 217 case, and a 1000W power supply. Everything except the graphics card is new. While sitting at the desktop, the CPU sometimes jumps to 77–80°C for 30–60 seconds, causing the fans to ramp up, before quickly dropping back down. The processor also reached about 95°C for roughly a minute while Hogwarts Legacy was launching and compiling shaders. However, temperatures are normal once I'm actually playing the game. Could Windows or another background task explain the idle spikes, and is 95°C during shader compilation expected for this CPU? I'm also wondering whether this points to a poor cooler mount or thermal-paste application. What should I check in HWiNFO, such as CPU usage, package power, CCD temperature, and effective clocks, before removing the cooler and repasting it?

Shader compilation can put all cores under heavy load, so a brief jump during game startup is understandable. But the idle spikes are worth investigating rather than assuming they are harmless. Check CPU utilization, package power, effective clocks, and the temperature sensor at the exact moment the spike occurs. If the CPU is genuinely near idle but power and temperature stay high, I would inspect the cooler mounting and paste spread.

The fact that actual gaming temperatures are fine is reassuring. Background Windows tasks, game launchers, antivirus scans, updates, and shader compilation can all create short bursts that make modern Ryzen CPUs react quickly. You can also use a gentler fan curve or set a lower thermal limit such as 90°C in the BIOS if the sudden fan noise bothers you. Just confirm that normal gaming temperatures remain comfortably below that limit.

Don't judge the situation from the temperature alone. Log CPU Package Power, CPU utilization, CCD temperature, effective clocks, and the maximum temperature in HWiNFO. A short period of high power and near-100% load during compilation is very different from 80°C at genuinely low utilization. If low-load spikes continue after checking background processes, or if heavy loads immediately pin the CPU at its limit, then remounting the cooler would be justified.

A temperature in the mid-90s during a sustained all-core workload is near the processor's thermal limit, even if it is only temporary. The 9800X3D can run warmer than some earlier X3D chips under heavy boost workloads. Since the system is new, reseating the cooler is a reasonable first hardware check: make sure the protective film was removed, the mounting pressure is even, and the paste has spread across the heat spreader rather than being excessively thick.
