Can a phone repair technician access my locked photos?

I dropped my phone in water and kept it on for a long time, resulting in most components shorting out. Now the phone doesn't start at all, and I'm concerned because I had some compromising photos stored on it, especially in a locked folder that required a password. I just handed it over to a local repair guy for inspection. Could he access those photos?
