I'm not looking to break any rules or hack my phone. I have an ATT phone that's still locked, and I need a way to add a local SIM or eSIM while I'm traveling in Europe. I don't need to make calls, just cellular service for navigation and using transit. I've come across some apps that offer eSIMs, but I'm unsure whether they actually provide eSIMs I can download and pay for, or if my phone needs to be unlocked first.

I suggest trying out apps like Airalo or Gigsky. Some of them even have a free trial with limited data (like 100MB), so you can give it a shot without committing to anything big. You might find the cheapest options as well.
I checked out Airalo last night. It looked pretty decent! They offered a plan for around $20 for 20 days with 7GB of data. I can't imagine it would be a lot cheaper to buy a SIM physically in Europe.
You might want to contact ATT to see if they can unlock your iPhone. That would definitely allow you to use a local SIM or eSIM without any issues.
