I texted my soon-to-be ex-husband for some important info, and he replied with a pretty rude message. Unfortunately, he deleted that text right after. I've got Messages synced with my iCloud account—am I able to restore that deleted message? If so, how can I go about doing that?

Try checking the 'Recently Deleted' folder in the Messages app! You can find it by tapping the menu button in the upper right corner—there might be a chance it’s still there.
Sorry, but if he deleted the message, it’s likely gone for good. Going forward, I'd recommend taking a screenshot of any messages that seem like they could be problematic—just in case!
If the message was unsent, then it’s a no-go. That feature removes the message from both devices, so you won't be able to retrieve it.
