My boyfriend accidentally factory reset his iPhone and now he can't remember his email password. To set up his phone, he needs to log into his email, but he can't get the password unless he receives a text on his phone. Is there a way to set up the phone without logging into iCloud first, and then recover his email later to restore all his old data?

You can absolutely set up an iPhone without logging into iCloud initially. Just skip that section during setup. Later on, when you're ready, you can log into iCloud by going to Settings and tapping on your Apple Account to recover your data.
It sounds like he may have made a mistake by factory resetting the phone. Just in case, it’s always good to use a password manager in the future so you don’t end up in a situation like this again. Also, if he hasn't deleted the eSIM, he should still be able to receive verification texts from Apple on his trusted number.
