How can I build and publish an Azure Marketplace SaaS product with little funding?

I'm planning a SaaS product that integrates with the Microsoft 365 ecosystem. I have a concept and some initial tests, but very little funding, and I'd like to use Azure to build a proof of concept before offering it through Microsoft's commercial marketplace. I created an account but was told I wasn't eligible unless I had a Visual Studio license. Is that the correct registration path, or is there another way to get started as a developer and eventually publish the product?

Before investing heavily in the marketplace process, validate that your product solves a specific problem for Microsoft 365 customers. The SaaS market is crowded, so a clear target customer and a genuinely useful integration will matter as much as getting access to the platform.

If you qualify, a Microsoft for Startups program can provide Azure credits while you develop. Forming a company may help with eligibility and marketplace setup, but startup credits aren’t mandatory. You can prototype with a normal Azure subscription and keep costs down by using free quotas and a minimal architecture.

A Visual Studio subscription isn’t required to build an Azure Marketplace product. You may have landed on the Microsoft 365 developer-tenant signup instead of the normal Azure registration. You can create a standard Azure account, use the free tier where applicable, and build your proof of concept there. When the product is ready, marketplace publishing goes through Partner Center. You’ll need to provide company, billing, and product information and pass Microsoft’s technical and policy checks, but you don’t need to prove that you have substantial funding.

You generally just need a Partner Center account to begin the publisher process; a Visual Studio license is not a prerequisite. It’s still a good idea to have a working, supportable application before going through the full marketplace onboarding process.
